Kuwaiti academic urges special legislation amidst AI advancements

The Kuwait Library Association delves into AI and legal considerations during the cultural season.

KUWAIT CITY, Dec 12: As part of its cultural training season, the Kuwait Library and Information Association engaged in discussions on the use of artificial intelligence (AI) techniques in existing legislation. The event, held in collaboration with the National Council for Culture, Arts, and Literature and under the patronage of the Minister of Information and Minister of Endowments and Islamic Affairs, Abdul Rahman Al-Mutairi, focused on the theme “The Role of Artificial Intelligence in Libraries and Information Centers.”

Dr. Jamila Al-Otaibi, a faculty member in the Information Studies Department at the College of Basic Education, highlighted the absence of specific legislation for artificial intelligence, pointing out that there are approximately six laws, each addressing a specific aspect of information technology. She emphasized the need for dedicated legislation tailored to the challenges posed by AI.

During her lecture, Al-Otaibi underscored the positive impact of AI across various fields, such as medicine, education, technology, industry, economics, and weather forecasting. However, she also addressed challenges associated with AI, including privacy concerns, intellectual property issues, security risks, ethical dilemmas, and a lack of transparency.

Al-Otaibi stressed the importance of addressing these challenges through legislation and called for specialists in the field to analyze and anticipate the future of AI. She noted that developing regulatory legislation is essential in light of the widespread use of AI technology.

The cultural training season, ongoing at the Kuwait National Library, covers various lectures, including topics such as “Building Libraries and Virtual Classrooms to Support the Educational Process” and “Emotional Stability to Improve the Performance of the Information Specialist.” The program aims to enhance knowledge and understanding of AI and its applications.

The Kuwait Library and Information Association’s cultural season began on Sunday and continues until Thursday, featuring lectures by experts in the field, including Dr. Hussein Foulad, Dr. Hisham Al-Sarhan, Dr. Abdul Rahman Aba Dhara, and Dr. Zuwaina Al-Lamki.
