Dual citizens scam Kuwait – Cross-border benefits

KUWAIT CITY, Sept 2: The Ministry of Interior has begun checking the data of Kuwaitis suspected of holding dual nationalities and are believed to be benefitting from state provided services and other benefits, reports Al-Shahed daily quoting reliable sources.

The Interior Ministry believes these ‘Kuwaitis’ live in neighboring countries and enter and leave Kuwait at will a few times in a year for a certain period of time and for certain reasons and some of them are on government roster and are paid salaries and receive other benefits although they don’t deserve.

The ministry is now thoroughly investigating all those who have acquired the Kuwaiti nationality — whether through legal or fraudulent means. According to security sources the movements of some of these ‘citizens’ were traced and it turned out they come to Kuwait only for certain days and then leave either to renew their passports or get citizenship for their kin (newborn) for the first time, renew commercial licenses, car registration, etc and avail all benefits and facilities offered by the Public Authority from Housing Care, the Public Institute for Social Security and the Ministry of Social Affairs and Labor.

According to security sources there are some who had left the country when they were babies but returned in their late teens or early twenties to register their names with the Civil Service Commission for jobs and then left the country immediately waiting for a call for employment. It has been reported that the entry and exit records show the families of these Kuwaitis do not live in the country for a long time but have rented their homes which they received from the government housing program.

The government in Kuwait has learned that there is some kind of coordination between some authorities in Kuwait and their counterparts in neighboring Gulf countries to find the names of women falsely registered as divorcees in Kuwait but married ‘outside’ to take advantage of the assistance provided by the Ministry of Social Affairs for widows and divorced Kuwaiti women.

It has been reported hundreds of couples agree officially to complete a divorce in Kuwait so that the wife obtains assistance, and then the man and ex-wife go to the neighboring countries to re-marry and return to the country and live in the same house and continue to get assistance provided by the Ministry of Social
