Violators of ‘residency law’ encouraged to leave Kuwait

‘All fines, financial penalties of violators to be waived’

KUWAIT CITY, April 5: In a bid to encourage residency law violators to apply and take advantage of the grace period for them to settle their affairs and leave the country, all fines and financial penalties of all these violators will be waived if they apply at the designated open reception center during the month of April, reports Al-Rai daily quoting informed sources. They said all amounts due to be paid by the violators will be forfeited, irrespective of whether they are related to traffic violations, residency violations, or fees due to any of the state authorities such as electricity bills or municipal fees.

Expense
The sources explained that the facilities provided to the residency law violators are aimed at encouraging them to leave, especially since Ministry of Interior has prepared for them all means of a decent stay from the time of the submission of their requests to their departure at the expense of Kuwait. Regarding any obligations of the violators towards private sector companies or institutions, the government cannot interfere in them due to which every violator must settle his/her affairs with the party in order to leave without problems.

For the second consecutive day, a number of Filipino violators of residency law arrived at the designated center to benefit from the decision under the slogan “Leave without a fine”. The location designated for women witnessed the arrival of a large number of violators and their children, exceeding 450 women and 90 children of unknown fathers. On the other hand, the reception center for men had smaller crowd, with only 40 offenders.

Arrival
The daily monitored the procedures for reception on the second day, from the arrival of the violators to the area where their bags were received after which they were taken to the reception hall to complete the legal procedures by the departments of residence, criminal and civil execution, and criminal evidence.

They were then transferred to the accommodations prepared for them in schools. The process of completing the procedures for the violators proceeded in a distinct manner, with the inclusion of health examinations and use of thermal scanners to ensure they do not have high temperatures. After this, their travel documents are received, and all necessary data are entered.

They are then transferred to another hall where they are given exit documents to affirm that all their procedures have been completed. They then board buses that transport them to the accommodation areas. All services are available at the accommodation from meals to beds for sleeping as well as all the facilities provided by Ministry of Interior and Ministry of Health until the time they leave the country.

Regarding the children of unknown parentage, the sources indicated about coordination with the Embassy of the Philippines to obtain necessary documents to register the children under the name of their mothers so that they can leave with their mothers, adding that they all will be deported without facing any legal action.

Regarding the fines of government agencies against violators, the sources stressed that the rights of the state were dropped for all violators who want to return to their country except for those facing criminal charges and those with debts owed to private companies and individuals. The sources concluded by affirming that Ministry of Interior has been continuously coordinating with the Embassy of the Philippines to receive the residency law violators and complete the travel procedures, adding that the violators’ reception centers have also received a number of violators from the Public Authority for Manpower’s shelter.
