KUWAIT CITY, Aug 3, (Agencies): A spokesman for the Directorate General of Civil Aviation, Saad Al-Otaibi, said the operations at the Kuwait International Airport functions in line with the requirements and decisions issued by the Council of Ministers and the Corona Emergency Committee, reports Al-Rai daily. Al-Otaibi said there was no change in the incoming and outgoing flights on the second day of resuming work and that the operational capacity remained the same as specified by the Council of Ministers. He pointed out those leaving the country from Kuwait International Airport do not need to register on the Kuwait Mosafer platform, provided they obtain health insurance cover and sign a departure pledge following the recent amendments made to the Kuwait Mosafer platform and the start of new procedures for travel through the Kuwait Airport.

Al-Otaibi called on incoming and outgoing citizens and residents to fully comply with the procedures announced by the Council of Ministers to enjoy a smooth and safe journey. According to informed sources, the government has made arrangements to revive development projects that were suspended due to poor funding, and deal with the lack of technical specialists due to previous closures, reports Al-Nahar daily. They explained that the government’s decision to reopen the country to those stranded abroad will revive the movement of development projects, which were postponed or halted due to the repercussions of the COVID-19 crisis. The cost of these projects, which are in the sectors of electricity, oil and infrastructure, exceeds hundreds of millions.

Measures
The measures taken by the state during total lock down prevented the entry of specialized workers to complete some projects, causing difficulty for experts and technicians to reach the country to supervise some technical works. The sources indicated that the decision would reduce the cost of labor, which rose significantly with the continuation of the decision to close the country for the return of stranded workers; this will reduce the cost of the product and thus increase the ability of local products to compete in the long term. They said they expect the current year 2021/2022 to witness a significant increase in the spending on development projects, as its execution had stopped due to the precautionary measures taken by the government to confront the repercussions of the COVID-19 crisis, especially since many countries have begun to open their airspace in accordance with the health requirements imposed by the World Health Organization. It is worth mentioning that, due to the repercussions of the COVID-19 crisis, Kuwait witnessed the lowest spending on the projects of the 2020/2021 development plan in the last 11 years.

Achievement
The actual spending amounted to KD 860 million out of a total of KD 1.7 billion allocated for spending on 126 projects, none of which witnessed an achievement. Most of them remain between the stages of preparation, implementation and delivery, as per the data issued by the General Secretariat of the Supreme Council for Planning and Development. More than 2.5 million citizens and residents of Kuwait have received the COVID-19 vaccine since the beginning of the vaccination campaign in the country, said the Health Minister Sheikh Dr. Basel Al-Sabah Monday. During the Cabinet weekly meeting, Dr. Basel shed light on the developments of the pandemic situation in the country, affirming that there is a comforting decline in the number of infections and fatalities. The patient recovery rate climbed to 96 percent, the minister added. The Cabinet expressed satisfaction with the positive indicators that have been achieved, stressing the importance of continuing to adhere to the health requirements and to the necessity of vaccination.
