‘Link global inflation, living allowance cost’

KUWAIT CITY, March 26: MPs Abdulaziz Al-Saqaabi, Bader Al-Mullah, Muhannad Al-Sayer, Hassan Jawhar and Osama Al-Shaheen have submitted a bill on amending National Assembly Law No. 12/ 1963; particularly cancelling the second paragraph of Article 97 which stipulates the need to refer all bills to the Legal and Legislative Affairs before forwarding them to the relevant committees.

These MPs explained that the second paragraph delays the ratification of bills; thereby, negatively affecting the legislative process. They pointed out that the Secretariat General of the Assembly has the capability to edit bills and ensure their legality, so it is no longer necessary to refer them to the Legal and Legislative Affairs Committee before forwarding them to the relevant committees. On the other hand, MP Farz Al-Daihani has proposed that the cost of living allowance — currently KD120 — should be based on the international infl ation rate.

Meanwhile, MP Osama Al-Shaheen cited the first article of Amiri Decree 17/ 2017 on prioritizing the children of Kuwaiti women married to non-Kuwaitis — after the nationals — in the recruitment process in his queries to Minister of Health Dr Khalid Al-Saeed. He wants to know the number of children of Kuwaiti women married to non-Kuwaitis who have been employed at the ministry and its affiliates since the issuance of the decree till date.
