Dear Minister of Education, your integrity is the judge

Your Excellency, Minister of Education Sayed Jalal Al-Tabtabaei, I would like to present these facts to you, fully confident that you will be concerned about them. These facts are regarding the abuse that targeted some press and printing houses due to the interference of some unrighteous people. Over the last 30 years, Dar Al-Seyassah and other printing houses have been printing large quantities of textbooks for the Ministry of Education. In recent years, we noticed some influential figures within the ministry – who are not part of its staff – interfering in tenders and taking shares through illegal means despite the fact that their publishing houses are of poor quality and outdated. Some of these printing houses are nothing more than a paper-cutting machine, which they call ‘printing houses’.

Tenders are managed in a way that they are settled for certain parties although these parties do not meet the conditions and lack the required capabilities. Recently, we were awarded a tender as usual, along with three other printing presses – all of which possess the technical capabilities and modern printing specifications. However, we have been excluded from executing the tenders due to the interference of a certain figure who, for the first time, won half of the tenders floated by the ministry valued at more than KD3 million even if his printing house lacks the technical and printing capabilities and advanced technology. When we inquired about the reasons behind excluding us from the tenders, we were told that a court ruling was issued against us in some labor or banking case.

So, I want to know if any of the other companies executing public projects have been dismissed for being embroiled in labor cases, banking disputes or mortgage issues. Is the agency that rejected us a judicial body or court? The man who won the tenders provides suspicious consultations to some officials with the aim of obtaining public tenders. In case the illegal procedures are exposed, he simply dodges responsibility and dumps the charges on the concerned officials. He then looks for new victims. We will not hide from you, Your Excellency, the Minister. We asked lawyers if the issuance of a court ruling in labor cases or mortgages leads to the suspension of a company.

The answer was: They have no right to suspend work or tenders, because they are not authorized to execute judicial rulings. Strangely, a colleague in one of the printing houses was excluded from the tender, just because a court ruling was issued obliging him to pay KD1 court fee. The truth is that newspapers, including Al-Seyassah daily, are often involved in court cases concerning labor, published articles or stories. Nevertheless, this does not allow any irrelevant agency to interfere even after the issuance of the court rulings. The Ministry of Justice is the only institution in charge of enforcing court rulings.

Your Excellency, for more than four decades, Dar Al-Seyassah Publishing and Printing House has been printing massive quantities for several ministries, yet none of them have objected or dismissed us, just because of rulings against the publishing house– whether labor or bank mortgages, as long as we are committed to implementing the contracts in a perfect manner. We have been informed that the recent exclusion was the result of the intervention of that individual who keeps on interfering in the Education Ministry although he is not part of its staff.

Your Excellency, Minister of Education, we are ready to submit to you the documents and evidence, as well as reveal the names any time. Dar Al-Seyassah and other printing presses have been wronged by these schemes. Therefore, we ask that you, Your Excellency the Minister, form a trustworthy committee to inspect all the printing presses that won the tender, so you can uncover the truth and discover how this individual operates, using illegal means to monopolize tenders. Again, it seems that someone facilitated this for him. We all know, Your Excellency the Minister, that you are a key player in the current era. We are sure that you are fully committed to establish justice in a straightforward manner, armed with integrity and adopting the principle: Question yourselves before being questioned.
