‘Audit Bureau’ accuses CSC of usurping its role

KUWAIT CITY, July 25: The State Audit Bureau has accused Civil Service Commission (CSC) of usurping its role as the authority in charge of disciplinary actions against employees and officials found culpable of financial violations, reports Al-Seyassah daily.

According to the Director of Legal Affairs and acting Director of Financial Violations Adnan Al-Askar, the bureau cautioned that referring accused persons to the commission has directly impeded the supervisory role expected of it. He declared the implication is that the accused persons are made to escape the disciplinary authority and accountability.

He said the bureau objects to the decision of the commission concerning procedures of referring state officials who were accused of financial impropriety to the Civil Service Council as a disciplinary authority instead of the agency stipulated in Article 60 of Law No. 30 that established the State Audit Bureau to which such power is invested under the chairmanship of Fatwa and Legislation Department. He reiterated the bureau is responsible for referring officials to the disciplinary panel.
