‘Withdraw decision on extending work hours’

KUWAIT CITY, March 9: The union of workers in the Ministry of Awqaf and Islamic Affairs (MAIA) called for the withdrawal of the negative decision to extend working hours, as it harms the ministry’s employees in all its sectors, reports Al-Anba daily. In a press statement, the union explained that it had prepared a legal memorandum showing the extent of the invalidity of this decision. In one of its clauses, it included article 9 of the Civil Service Council’s resolution No. 14/2006, which stipulates that “The Civil Service Commission determines the dates and number of working hours in accordance with the decisions and circulars issued by it.” It is also possible to set special dates in agreement between it and the parties involved in which the nature of the work requires that.

Article 15 of the same decision stipulates that, “Each of the agencies, by distinguishing work for some groups in it with a special nature of work, sets the controls for official work by a decision of the competent minister after agreement with the Civil Service Commission.” This was not achieved in the recent decision of the Minister of Awqaf and Islamic Affairs to extend the working hours of the morning shift from 7:00 am to 2:00 pm and those of the evening shift from 2:00 pm to 9:00 pm

The statement highlighted that the union had submitted a memorandum showing the negative effects of the decision on society and the family. It indicated that it would file a complaint with the Petitions Committee against the decision, and it would start procedures for filing a case against the decision. The statement concluded by affirming that the union will spare no effort to stop and reverse the violating decision.
