‘Terminate contracts of redundant workers’ – Start identifying number of expat employees, some ministries told

KUWAIT CITY, Nov 27: The Cabinet has instructed a number of ministries and government authorities, particularly Ministry of Awqaf and Islamic Affairs, Ministry of Interior and Ministry of Education, to start identifying the number of expatriate personnel and terminating the contracts of redundant and replaceable employees, and to form a plan for reducing their numbers and employing Kuwaitis in the vacant positions, reliable source say.

They revealed that the Cabinet also asked all ministries and government institutions to send letters to Civil Service Commission with their need for candidates for various positions and of required expertise and specialization after the services and contracts of expatriate employees who occupy administrative and data entry jobs are terminated. The sources explained that these governmental procedures are aimed to reduce expenditures, manage the population imbalance and deal with its consequences on the security aspects.

They said the Cabinet has specifically asked Minister of Awqaf and Islamic Affairs and Minister of Justice Yaqoub Al-Sane’ to identify the number of expatriate employees in the ministry and recruit Kuwaitis in its various departments and sectors particularly in sensitive positions. The sources revealed that expatriates hold several positions within various departments and sectors of the ministry, which in turn has negative impacts on the financial, security and intellectual aspects, as it has contributed to the spread of the culture of extremism instead of moderation.

They explained that the government demanded Ministry of Awqaf and Islamic Affairs to carry out its responsibility of monitoring the process of collecting donations as well as the charitable and non-governmental societies because the Cabinet is not convinced with the surveillance method followed by Ministry of Social Affairs and Labor.

It had received several reports regarding the opening of a number of donor organizations in residential areas even though Ministry of Social Affairs and Labor had announced their closures due to the violations they committed in this regard. Meanwhile, it was revealed from monitoring and auditing operations that about 3600 employees work on part-time basis in a large number of charitable societies that are managed by the Muslim Brotherhood Group and the Salafist Movement, and 2,600 of these employees are Egyptians.

Furthermore, some top officials of Ministry of Interior have asked Assistant Undersecretary for Financial and Administrative Affairs Major General Ahmad Al-Khalifa to identify the number of Kuwaiti and non-Kuwaiti civil and technical employees in all sectors, departments and service centers, to terminate the services of a number of expatriate employees and re-distribute the remaining ones in a balanced manner.
