Some sectors may see decrease in work hours percentage

KUWAIT CITY, Aug 31: Complementing the report published last week about a government study being prepared to change working hours from 9:30 am to 5:00 pm, highranking sources revealed a tendency to convert the work mechanism in some government centers to work remotely, coinciding with the inclination to change the working hours, reports Al-Qabas daily. They explained that the concerned government agencies, in parallel to preparing a study to change the working hours, are also working on determining the most appropriate mechanism that can increase the flexibility of government work and raise its productivity, especially the option of working remotely.

The concerned authorities are now setting their visions to determine the sectors that can fully operate remotely without the need for its employees to physically report to work. These proposals, which are still in the process of preparation and development, was issued after certain sectors proved that they are able to work remotely during the COVID-19 pandemic, while other sectors required the employees’ attendance at the work center. The authorities concerned with the study are preparing a list of work centers and sectors in each government agency that can function through online work, including the legal sectors, information systems sector, and most sectors that do not deal directly with the public.

However, the list has excluded the financial and administrative sectors from the possibility of working remotely. The sources stressed that this list is preliminary and will witness changes according to the proposals of government agencies in this regard. They indicated that, in addition to the transformation of the work of some sectors into being completely online, other sectors may witness a decrease in the percentage of working hours, such that employees will be divided into two or more teams and will be rotated among them for either in-person work or remote work. The sources highlighted that the study, which includes this proposal along with other proposals, aims to develop the work mechanism, and keep pace with the global changes in terms of modern work mechanisms that focus on productivity and not on the attendance of employees only.

They stressed that an appraisal mechanism will be identified for employees working remotely which will be different from those applicable in the current work system, as well as a mechanism for measuring productivity. Regarding the advantages of making some employees work remotely, the sources explained that this will reduce the traffic congestion. Also, specialized studies have confirmed its positive impact on work productivity. In addition, the experience of the remote work mechanism and automated transactions during the COVID-19 pandemic proved to be successful in some sectors.
