In a circular issued to security directors and district commanders, as well as the security checkpoints and police stations; Al-Zoubi issued a directive to ensure everything is smooth for worshipers until they return to their homes after performing Qiyaam prayers in the last 10 days of Ramadan. Moreover, the ministry appealed to the worshipers to strictly comply with the decision of the Ministry of Awqaf and Islamic Affairs regarding the conditions for permitting Qiyaam prayers; in addition to prohibiting the performance of these prayers in six areas due to their high population density. These areas are as follows: Hawally, Nugrah, Hawally Square, Salmiya, Jleeb Al-Shuyoukh and Mahboula.
