KUWAIT CITY, Oct 5: Despite the services and facilities Public Authority for Civil Information (PACI) provides for citizens and expatriates to renew their civil ID cards via the telephone or its website; visitors face several obstacles at the headquarters of PACI, including congestion inside the waiting halls and lack of parking lanes outside.
Al-Seyassah newspaper conducted a survey with a number of citizens and residents regarding the obstacles they encounter in finalizing their transactions at PACI headquarters, and the majority of respondents pointed to bureaucratic procedures that require them to personally visit PACI headquarters in South Surra to change some personal data, especially address. They also pointed to continuous breakdown of systems in the distribution of civil IDs.
They noted PACI not having branches in the governorates is the main reason for congestion in the waiting halls, particularly after official holiday. They stressed the need to provide enough parking spaces at PACI headquarters to serve the large number of visitors. They further indicated that many machines for receiving envelopes located inside the cooperative societies are not functioning, which compels applicants to visit PACI headquarters in person to finalize transactions.
