MPs take up Penal Code

KUWAIT CITY, March 3: The National Assembly will hold its regular session on Tuesday to discuss the proposed amendment of Penal Code No. 16/1960, as well as the Conflict of Interests and Property Registry System bills.

The draft law on amending the Penal Code stipulates adding the following articles:

■ Article 6 (repeated): The criminal case or sentence imposed in relation to State security offenses shall not be cancelled regardless of the period of time that passed.

■ Article 82 (repeated): Articles 81 or 82 of the Penal Code shall not be applied on State security offenses. The concerned ministers shall implement this bill on the date of its public concerntion in the Official Gazette.

The Conflict of Interests Bill consists of 19 articles. The explanatory note stressed the importance of the bill in combating corruption through the ratification of related legislation. The Property Registry System Bill consists of 33 articles regulating real estate transactions. The explanatory note of the bill stressed the need to establish a special record for each real estate property upon completion of the initial registration procedures.

On another issue, MP Hamoud Al- Khodair praised the announcement made by State Minister for Housing Affairs and Services Dr Jenan Boushari about the designation of several governmental bodies to address the environmental problems in Sabah Al-Ahmad Housing City. He pointed out the residents in the city area are fed up with the empty promises of the government, especially since the situation has worsened. “We are hoping for the cooperation of all concerned parties to address the problems and hold accountable all officials proven to have neglected their duties,” Al-Khodair added.

Commenting on the issue, MP Safa Al-Hashim asserted Sabah Al-Ahmad would have been a model and environment friendly city, but the residents there have been suffering due to the negligence of the government, particularly the Environment Public Authority
