Amir names Sheikh Sabah Al-Khaled PM

KUWAIT CITY, Nov 19, (KUNA): An Amiri order assigned Tuesday Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah as Prime Minister, abrogating a previous order on Monday, which assigned His Highness Sheikh Jaber Al-Mubarak to the post.

His Highness Sheikh Jaber Al-Mubarak respectably declined the post after deliberation with His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Saba. In line with the order, Sheikh Sabah Al-Khaled will be tasked with nominating members of the Cabinet and providing a list of names to His Highness the Amir for approval. Sheikh Sabah Al-Khaled will execute the order and notify the National Assembly of the process.

The order will take effect on the date of issue and will be published in the official newspaper. His Highness the Amir praised newly-appointed Prime Minister, His Highness Sheikh Sabah Khaled Al-Hamad Al- Sabah and urged him to crack down on corruption. “We have given you responsibility … a big responsibility … fight corruption and the corrupt … Inshallah Allah the Almighty help you for the best interest of the nation and people,”

His Highness the Amir told His Highness the Prime Minister after he was sworn-in at Dar Salwa. His Highness the Prime Minister thanked His Highness the Amir for his trust in assigning him in this post. “I pledge to you to do all I can to continue the blessed march under the leadership of Your Highness,” he said.

An Amiri order was issued Tuesday to allocate the title of His Highness to the newly assigned Prime Minister of Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah. In line with the constitution and the recent Amiri order to assign Sheikh Sabah Al-Khaled as Prime Minister, the decision was made to address the official with the title of His Highness the Prime Minister.

The Amiri order will take effect on the date of execution and it will be published in the official state newspaper. His Highness the Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah congratulated on Tuesday His Highness Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah on being appointed as the new Prime Minister of Kuwait.

In a cable addressed to His Highness Sheikh Sabah Al- Khaled, His Highness the Crown Prince wished him great success in forming the upcoming government of Kuwait. He also commended Sheikh Sabah Al-Khaled on earning the trust of His Highness the Amir, saying that he has a great responsibility in leading the Cabinet of ministers for the betterment and welfare of the people of Kuwait.

The new government, which is the 36th in the country’s political history, would be Sheikh Sabah Al-Khaled’s firstever since becoming the eighth Prime Minister of Kuwait. Born in Kuwait in 1953, Sheikh Sabah Al-Khaled Al- Sabah earned a bachelor’s degree in political science from Kuwait University in 1977. He joined the Foreign Ministry in 1978 as a diplomatic attache, serving in the Arab affairs department 1978-1983 and with the permanent Kuwaiti mission at the (UN) 1983-1989.

Sheikh Sabah Al-Khaled has also served as Kuwait’s Ambassador to Saudi Arabia and Envoy at the Organization of Islamic Cooperation (OIC) from 1995 to 1998, during which he participated in the GCC Ministerial Council’s meetings. He has also been awarded with the Order of King Abdulaziz of First-Class in 1998.

In 1998, he was appointed by a decree as the Chief of National Security Bureau with a ministerial status. Sheikh Sabah Al-Khaled has also been appointed as Minister Social Affairs and Labor between July 2006 and March 2007, and Minister of Information between May 2008 and January 2009.

In 2011, he was appointed as Foreign Minister, and later as Deputy Prime Minister, Foreign Minister, and Minister of State for Cabinet Affairs in February 2012. In December 2012, he was re-assigned as Deputy Prime Minister and Foreign Minister. In January 2014, an Amiri decree ordered the appointment of Sheikh Sabah Al-Khaled Al-Sabah as First Deputy Prime Minister and Foreign Minister. In December 2016, he was re-assigned as Foreign Minister, and appointed as Deputy Prime Minister and Foreign Minister in December 2017.

Meanwhile, Kuwaiti academics Monday commended His Highness the Amir’s address to the nation as “soothing and reassuring.” Speaking to KUNA, they quoted the Amir as underlining that the way should be paved for state institutions to play their due role in fighting corruption.

Mass Communication Professor at Kuwait University Monawer Al-Rajhi lauded the judicious way His Highness the Amir handles local and international issues and affairs. He said that many Arab and foreign politicians hinge upon His Highness the Amir in resolving issues and problems, particularly international ones. He added that in the light of the stupendous pressure the region is experiencing, His Highness the Amir is able to lead the country so safely.

The academic believed that all Kuwaiti people, be they young or old, trust His Highness the Amir’s shrewdness in running the country’s affairs. Dr Ahmad Al-Kandari, a professor of mass communication at Kuwait University, remarked that today’s Amiri address has reassured the people and residents of Kuwait.

As Kuwait is a state of institutions and law, its fair judiciary can apply justice to whoever found guilty, he warned. “The points raised by His Highness the Amir in his speech are considered messages of reassurance to the Kuwaiti people,” he said. Dean of the Kuwait University Faculty of Sociology said Humoud Al-Qashaan said: “His Highness the Amir’s address was a balsam that relieved the psychological and political confusion of the country. “Obviously, it showed that we are living in a country that is ruled by a wise father,” he said.

The professor called on everybody to throw much weight behind His Highness the Amir’s efforts in fighting all forms of corruption and decrying all rumors on social media. On his part, Dr Hamed Al-Abdullah, a professor of political science at Kuwait University, spoke highly of the Amir’s address as showing wisdom in handling delicate issues. He quoted the Amir as sounding the alarm about the current situation in the region, which requires concerted efforts to fend off spillover.

He hoped that a united government would be set up in order to fulfill the expectations of the Kuwaiti people and to find fast-track solutions for public problems. Several Kuwaiti jurists Monday underscored the important address of His Highness the Amir, especially regarding the rule of law and constitution.

Speaking to KUNA, the jurists stressed the significance of sticking to the contents of the address and steering away from affairs considered at court. Dean of the Kuwait University Faculty of Law Dr Fayez Al-Dhefeeri said Kuwaiti people highly value the Amir’s speech at this critical time. He said that everyone in the country should follow the content of the Amir’s speech “if we really seek security and stability.”

The professor of law remarked that the matters “are going in the right legal direction” outlined by His Highness the Amir.
