Wheel locks and study fees

For the first time in London in the 1980s I saw wheel locks being used to punish the violators of traffic laws. It was interesting to see a police vehicle loaded with these locks roaming the streets and putting a lock on every vehicle that had violated the law. The police vehicle was tailed by another vehicle of a company whose task is to place a sticker on the violating vehicles to inform the violators that all they have to do is contact the company the car will be delivered to their homes or any destination and the fines will be paid on their behalf which is  then collected from the owner of the vehicle.

This was because the motorists had to wait beside their vehicles for hours sometimes until the arrival of the police to “remove the locks for a specific fee, or, the owner of the violating car must take a taxi, go to the center  asking to remove the lock, pay the fees, and take a taxi back to his/her car and wait hours for the arrival of police.

The story of the wheel locks reminded me of the ‘Driving School’ in Kuwait. For years after its establishment, there were rumors among residents that whoever joined this school the chances of success were great, because the owner of the company was a senior retired military man especially since obtaining a driving license was and still constitutes a factor of strength, a better social and psychological position, and a higher financial resource.

I remembered the above two stories while I was reading an announcement — which was funny and sad — by the Teachers’ Association announcing that it had arranged classes for students of both sexes to complete their home assignments and prepare study reports on their behalf for middle and high school students, all of this, of course, for a fee.

How can it be accepted that the Teachers Association, whose members are responsible for teaching our children asking them to pay fees to help them do their home assignments and help them in preparing reports?

This is similar to the situation of the ‘government doctor’ who treats his patients in the hospital, and asks them to see him in his private clinic to complete the treatment.

I do not think it is necessary to write about the charity work carried out by the Kuwaiti Humanitarian Friendship Society, but some of them deserve to be written about because they contain sad, funny and painful meanings at the same time.

We in the Society disbursed relatively large sums of money to a number of private schools, on behalf of forty families, whose children graduated from high school with distinction after the schools refused to give them certificates for not paying the school fees and this is their right.

We repeat the same question: How can any person reach a high pedestal if he/she is unable even to pay the fees for obtain a certificate?

Note: Further to yesterday’s article, today I received with high confidence the corona vaccine according to my appointment and without an intermediary of course and I do not know the truth of who took it through an intermediary.
