KUWAIT CITY, Sep 18: The Nationality Investigation Department has uncovered a sophisticated case of forged Kuwaiti citizenship involving two Syrian brothers, each fraudulently registered under the names of different Kuwaiti families. The investigation, which relied on hotline reports, confidential sources, and extensive forensic analysis, has revealed multiple layers of deception spanning decades.

The First Brother: Deceased and Exposed

The first brother, now deceased, was fraudulently entered into the citizenship file of a Kuwaiti individual in 1985. Investigators confirmed that his dependents number 63 people, including children and grandchildren, all registered on the file through fraudulent means.

To verify familial ties, authorities obtained a genetic sample from the Syrian sister of the forgers. DNA testing confirmed that she was the aunt of the deceased brother’s children, conclusively proving that the deceased brother was not biologically related to the Kuwaiti citizen on whose file he had been registered. Further DNA testing of the seven children of the deceased Kuwaiti confirmed they were not related to the children of the Syrian forger, providing absolute evidence of lineage fraud.

The Second Brother: False Testimony and Pending Investigation

Investigations also revealed that the second Syrian brother falsely registered himself as the son of a deceased Kuwaiti citizen who had no offspring. He allegedly enlisted the help of individuals close to the deceased to provide false testimony, enabling him to be added to the inheritance registry file, which subsequently allowed him to be registered for citizenship.

Approximately 20 people are affiliated with the second brother’s file. Investigations, including genetic testing, are ongoing to confirm the extent of the forgery. The case is pending final procedures before being referred to the Supreme Nationality Committee for a formal decision.

Investigation Process

Informed sources explained to Al-Rai that the case began with tips received via hotline reports and confidential informants. While such reports are not taken as the absolute truth, authorities use them as initial indicators, which are then rigorously verified. Investigators reviewed records of witnesses, marriage and sponsorship documentation, dependencies registered on the files, and the nationalities of those involved to uncover inconsistencies.

Conclusive Evidence

The investigation highlighted a third Syrian brother who fled Kuwait and the Syrian sister, whose DNA was key in confirming the fraudulent registration. The combination of genealogical evidence and forensic DNA testing provided incontrovertible proof that both brothers had obtained Kuwaiti citizenship through fraudulent channels.

Authorities described the case as part of an ongoing effort to detect and dismantle complex nationality forgery networks, emphasizing the use of modern forensic tools alongside traditional investigative methods.
