The GGI is yet another important public good provided by China following the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI) that have been proposed by President Xi Jinping in recent years. These four initiatives have their respective priorities and can be pursued simultaneously. Dealing with development, security, civilization and governance respectively, they will each be a source of stability and certainty for a changing and turbulent world and demonstrate China’s commitment to taking up its responsibility in international affairs. Second, the summit voiced the call for upholding fairness and justice.
At the historic moment of the 80th anniversary of the victory of World War II and the founding of the United Nations (UN), the summit released a statement calling on the international community to learn from history, uphold a correct historical perspective on World War II, and safeguard the UN-centered international system. It also declared that the SCO will always stand firmly on the right side of history and on the side of fairness and justice. In response to the resurfacing of unilateralism and hegemonism, the summit expressed its clear support for the WTO-centered multilateral trading system, voiced an appeal for eliminating unilateral practices that violate the WTO rules, and called for seeking justice, not hegemony, and maintaining an open world economy. Third, the summit announced a number of practical measures in favor of shared development. Specifically, a development strategy for the SCO within the next decade was approved. Four SCO security centers were inaugurated at the event with respective tasks of countering security threats and challenges, tackling transnational organized crimes, strengthening anti-drug cooperation, and improving information security, marking a further big step in security cooperation.
In addition, a political decision was made to establish an SCO development bank, which will greatly boost infrastructure development among the member states and their economic and social development. Moreover, six platforms on practical cooperation were launched, while six action plans were developed to promote high-quality development, covering such fields as sustainable energy development, green industry, the digital economy, and artificial intelligence. A decision was also made to combine the statuses of observer and dialogue partner into a single status of “SCO partner”, making the SCO a 27-nation family that keeps bringing together like-minded countries. Kuwait is now an SCO partner. China looks forward to working with all related sides, including Kuwait, to implement the outcomes of the summit, deepen strategic coordination, and put the GGI into practice, so as to make further progress in building a closer SCO community with a shared future.
