Thousands of Permits Issued, But What Happens When Employers Say ‘No’?

KUWAIT CITY, July 22: The ministerial circular requiring expatriate workers in the private sector to obtain an exit permit from their employers before leaving the country; Al-Muzaini clarified that the purpose of the decision is to ensure the settlement of the financial, legal and administrative rights and obligations of both the worker and employer before departure, taking into consideration the number of labor cases filed after the worker left the country. He pointed out that the decision serves business owners with a large number of workers and ensures the protection of their properties.

He added, “We stressed the need to avoid misusing this permit. First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousuf Al-Sabah issued a directive for PAM to open its doors to receive expatriate complaints if the employer refuses to issue an exit permit without justification.” He disclosed that “since the implementation of the decision, the authority has not recorded cases of abuse. More than 100,000 electronic exit permits have been issued so far, and workers have enjoyed their vacations and left Kuwait.” Regarding the mechanism for dealing with cases of abuse, he explained that the authority receives complaints from both the worker and the employer through its centers in the governorates and resolves them immediately.

On banning working in open areas during midday hours in summer, he stated that the decision has been in effect since 2015 and stems from the commitment of Kuwait to protect workers from direct sunlight and the resulting health risks in line with humanitarian and professional standards. He said the authority has not yet recorded any violation and most employers are complying with the decision. He urged citizens to report any violation through the hotline or official communication channels, indicating that inspection teams will immediately investigate the reports.
