Suspend nominations and appointments, DGCA urges CSC

KUWAIT CITY, Oct 11: The Directorate General of Civil Aviation (DGCA) has contacted the Civil Service Commission (CSC) to request for the temporary suspension of nominations and appointments in its sectors as per the civil service system, say reliable sources. Sources told the newspaper that the reason behind the temporary suspension request is the intention of the DGCA to complete the executive regulations for the new Civil Aviation Law issued under Decree-Law No. 85/2025. Sources pointed out that this is in implementation of the new regulatory provisions included in the law relating to appointments, promotions and other administrative and technical matters in the civil aviation sector.

Sources added the Ministry of Finance has also contacted the DGCA, recommending an evaluation of financial and administrative policies before completing nomination and appointment procedures. Sources clarified this step aims to ensure that the new administrative structures are in line with the law and the upcoming regulations, thus contributing to the efficiency and transparency in human resources management in the civil aviation sector. Sources said the temporary suspension will ensure that the approved organizational structures and budgets are aligned with the new administrative system, which will be implemented after the issuance of the executive regulations. Sources reiterated that the measure is temporary and purely administrative in order to guarantee the smooth transition to the new phase after the issuance of the law.

Sources indicated that the anticipated regulations will include clear mechanisms for appointment and career progression, precise job descriptions for technical and administrative positions, and regulation of the career paths of employees in the aviation, air navigation and safety sectors to keep pace with global developments in this field and ensure the efficiency of institutional performance. Sources believe the new decree-law is a qualitative shift in the regulation of the civil aviation sector in the country, as it is aimed at developing the administrative and technical work environment and ensuring adherence to the highest standards of governance and transparency, which will positively impact the quality of services in this vital sector.
