Reconnaissance Research, ISSI sign MoU to deepen Kuwait–Pakistan strategic dialogue

KUWAIT CITY, Sept 29: Reconnaissance Research and the Institute of Strategic Studies Islamabad (ISSI), Pakistan’s premier foreign policy research institute, have signed a Memorandum of Understanding (MoU) to establish a framework for sustained cooperation in research, analysis, and intellectual exchange. The signing ceremony took place at Reconnaissance Research headquarters in Kuwait City, in the presence of H.E. Dr. Zafar Iqbal, Ambassador of Pakistan to Kuwait, Abdulaziz M. Al-Anjeri, Founder and CEO of Reconnaissance Research, and Ambassador Sohail Mahmood, Director General of ISSI. The MoU outlines joint activities such as collaborative research, delegation visits, policy conferences, training, and the exchange of publications.

It reflects both institutions’ commitment to strengthening bilateral ties and fostering dialogue between Kuwait, Pakistan, and the wider region. Ambassador Sohail Mahmood commended Reconnaissance Research for promoting dialogue in the Gulf and praised Ambassador Dr. Zafar Iqbal’s role in facilitating the partnership. He underlined that the agreement builds on historic Pakistan–Kuwait relations and opens new avenues for institutional collaboration. Abdulaziz Al-Anjeri described the MoU as a milestone that places both institutions at the forefront of shaping Gulf–South Asia relations. “In an era of accelerating geopolitical change, Pakistan’s role as a pivotal player in regional stability cannot be overlooked.

This partnership ensures that Kuwait and Pakistan engage constructively on issues vital to our shared future,” he said. He also announced plans for a dedicated unit at Reconnaissance Research to follow up on the MoU. H.E. Dr. Zafar Iqbal welcomed the initiative, noting that think tank collaborations are essential to deepening mutual understanding and pledged his continued support. This MoU underscores Kuwait’s and Pakistan’s readiness to build bridges, deepen dialogue, and produce scholarship attuned to today’s shifting geopolitics.
