Promoting common security: Middle East’s aspiration, China’s endeavor

A few days earlier, Chinese President Xi Jinping successfully concluded his state visit to Egypt, marking an important diplomatic mission by China towards the Middle East. During his visit, President Xi Jinping made a four-point proposal on improving the common security of the Middle East. First, unleashing the internal momentum of regional common security. The people in the Middle East should be the masters of their own affairs. Regional countries should be supported in strengthening dialogue on peace and security.

Second, advancing the comprehensive governance of regional common security. The many highly interrelated hotspot issues in the Middle East require comprehensive solutions. Third, cementing the development foundation of regional common security. Lasting stability and security in the Middle East rely fundamentally on development. Fourth, enhancing international coordination on regional common security.

The UN Charter and international law serve as the basic guidelines for handling Middle East affairs. The UN should be supported in playing a tangible role in regional affairs. Standing firmly on the side of peace and dialogue, and on the right side of history, China has worked actively to play a constructive role in safeguarding and promoting peace and stability in the Middle East. The latest four-point proposal made by President Xi Jinping, following his earlier four propositions on safeguarding and promoting peace and stability in the Middle East and four principles on advancing the settlement of the Palestinian question, once again offers a Chinese solution for securing lasting stability and security in the overall situation in the Middle East.

All these important proposals announced by President Xi Jinping place the fundamental interests of the people of the region at the core, strike the right balance between security and development, and give due weight to the legitimate security concerns of all countries, charting feasible pathways and pointing the direction for resolving the Middle East security predicament. As hostilities continue to flare in the Middle East, the regional situation has plunged into the quagmire of conflicts. Since the outbreak of the conflict, China has been working tirelessly for the end of fighting and for peace. China believes in dialogue and negotiation as the way to address regional hotspot issues and differences among parties, and opposes the threat or use of force.

China stresses that the sovereignty, security, and territorial integrity of Kuwait and other Gulf states should be fully respected, civilians and non-military assets should be protected, and the safety and security of shipping lanes and energy infrastructure should also be safeguarded. Not long ago, Chinese Foreign Minister Wang Yi, also a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, said during his meeting with Foreign Minister of Kuwait Sheikh Jarrah Jaber Al-Ahmad Al-Sabah in Beijing that the current situation in the Middle East and the Gulf region has once again reached a critical juncture, adding that the old script of recurring conflict must not be replayed, and a new chapter of stability and prosperity should be opened as soon as possible.

China has always maintained that, no matter how serious the differences, a way forward should be found at the negotiating table rather than through the force of arms. Since steps have already been taken toward a ceasefire and an end to hostilities, there should be no turning back. China calls on the parties concerned to respond positively to the international community’s desire for peace, prioritize the well-being of people across the region and return to dialogue and negotiations as soon as possible. The top priority is to de-escalate the situation.

As an Arab saying goes, “The best words are those backed by actions.” China will remain committed to implementing President Xi Jinping’s important proposals on the Middle East situation, and join hands with Kuwait and other countries in the region and beyond in sincere efforts to achieve lasting stability and security in the Middle East. In this way, China will contribute its share to promoting peace, stability, development and prosperity in the region.
