The selection of ministers in all countries involves a rigorous mechanism, moving far beyond simply ‘picking’ names. Before being appointed, candidates undergo a thorough vetting process. This scrutiny covers their security, political and social backgrounds, as well as their overall conduct, to ascertain their suitability for such a sensitive role. The position of minister is not just a corporate or private sector role, it is an important and sensitive responsibility, encompassing political and technical aspects.

Given that a ministry manages State interests in multiple sectors, any failure or mistake within it has expansive negative repercussions. Consequently, many countries employ systematic approaches for selection. For instance, the United States requires congressional hearings for Cabinet nominees, which are preceded by an exhaustive review of their records, even extending back to their teenage years. Similarly, in Norway, the main criterion for ministerial selection is the ability to work effectively and guarantee efficient operations. Ministers must embody a high standard of professional conduct, mirroring examples like the British Code emphasizing integrity and accountability. The ministerial role is a serious responsibility, not just a title to be held briefl y. Unlike the undesirable circumstances in the past, ministers today must move beyond simply seeking the title of ‘former minister’. The main expectation is that ministers have comprehensive knowledge of their respective ministerial portfolio. They serve as key advisors to the government, particularly when certain policy measures under their institution’s purview are requested. It is crucial that they fully understand the repercussions of decisions and legislation. This foresight is necessary to preempt loopholes, safeguard societal well-being, and mitigate negative consequences

Ministerial work is a high-stakes environment where trial and error is unacceptable due to the direct impact on people’s lives. Therefore, the fundamental responsibility of ministers and their team includes careful consideration and planning for all the potential effects of their actions. The selection of ministers requires precise criteria to ensure that high standards are followed. The criteria include competence, integrity, relevant experience, specialization, academic qualifications, and the capacity for strategic decision-making. Furthermore, the selected minister must present a clear vision for development and the ability to foster effective teamwork within the ministerial group.

To achieve this, the selection process must include thorough personal interviews. It should be totally free from political favoritism and pressure. Kuwait is home to many highly qualified individuals who possess these necessary attributes. The Kuwaiti society’s foundation, built over four centuries, rests on a sophisticated relationship between the ruler and the ruled, traditionally characterized by open councils for both officials and the general public. This custom is instrumental in identifying the most qualified individual for any given task.

Nevertheless, the paramount requirement remains a thorough review of all relevant files. We are hopeful that the current Cabinet, now expanded to 21 ministers, is capable of addressing all pending issues, avoiding past errors, and correcting deficiencies. Given this, we anticipate a better future with this council. It is facing a multitude of responsibilities, and more importantly, it holds both the legislative and executive roles – a challenging dual mandate.
