‘Penalties to be imposed on delaying consultancy firms’

KUWAIT CITY, June 20: Minister of Public Works and State Minister for Municipality Affairs Engineer Hossam Al-Roumi affirmed the ministry maintains the current agreement for the correctional institution complex, saying penalties will be implemented against the consultancy firms in case of delay.

While responding to a parliamentary question raised by MP Omar Al-Tabtabaei, the minister said suspension of the agreement will lead to re-floating and reawarding of contract to another company at a higher cost due to difference in prices within the two different periods, which the contract will cover, and further delay.

He reaffirmed the ministry had made a stride considering the rate of work done, which is almost 50 percent of the agreement. He added all necessary payments have been made to cover beyond 80 percent of the contract. He indicated the delay in handing over the agreement was due to the complicated nature of the project having to do with high level security and technology specifications. He stressed the ministry from the inception has been coordinating with Kuwait Municipality, Kuwait Fire Service Directorate, and Directorate General for Civil Aviation alongside the beneficiary authorities.

He revealed the Ministry of Health is one of the beneficiaries and the delay is attributed to the presence of the 128-bed space prison hospital and clinics. He further explained that some observations were made concerning necessary standards to ensure compliance with the security nature of the project that warranted convening of several meetings with heads of medical councils in the presence of the Minister of Public Works and his Interior counterpart. He pointed out that it took two years to obtain approval of the Ministry of Health, beginning Nov 2015 to Nov 2017.

Another reason for the delay of project is Kuwait Municipality, which ensured abidance to the requirements of beneficiary authorities. He cited small space allocated for the project and the need to ensure it accommodates the requirements of the Ministry of Interior for construction of 5000 cells for the male section and 1000 cells for the female section of the central prison compelled the consultants to extend design of the prison as skyscraper.
