O leadership, may Allah appease you, as you have realized our ills

YOUR Highness, the people acknowledge the immense pain they are enduring due to the deterioration of their country at all levels. This is because of the legacy of dysfunctional relationships between the past Cabinets and the previous National Assemblies. Even though they sparked unnecessary crises, the state could not stand without those two organs, provided their options were peaceful and based on working for the benefit of Kuwait, nothing else.

Today, considering the ongoing consultations to form an executive authority that will help implement the plans that Your Highness announced in previous speeches, it is necessary for the ministers to have the necessary administrative and political capabilities that will serve the ultimate goal of achieving the interest of Kuwait. They should be up to the task, and not see the position as merely an honor. Likewise, no one should take such a task based on the principle of “I scratch your back and you scratch mine”, or “he is our son”.

Kuwait is not a laboratory for failed experiments. This is what the leadership had warned about in all the previous speeches. Also, the legislative authority is not a “Friday market” for concluding personal deals between parliamentarians and ministers. Your Highness the Amir, you pinpointed this problem in the lofty speech delivered during the oath-taking session, in which every word must be an agenda for the two authorities if they want to work with a national conscience. To achieve all of this, it is necessary to implement the plans and agreements that were drawn up for advancement, irrespective of whether it was Tony Blair’s plan in 2009 including his emphasis on the relationship between governments and the national assemblies to be like it is in all countries of the world, or the agreements signed in 2018 with China for the sake of the Silk City and its path that other countries followed. You renewed this agreement during your visit to Beijing last year.

However, the wrangling between the Council of Ministers and the parliament obstructed it. This is because of the influence of extremist parliamentarians, or the interests of some influential people. Therefore, freezing it was an effective action, either in submission to parliamentary desires, or through hesitation and fear on the part of ministers, or because the deep state had no benefit from it, which made the state institutions more like a group of farms instead of bodies that are seeking advancement. Your Highness, we know that the commercial and industrial movement is the foundation of stability and prosperity. This cannot be achieved without partnerships with countries that have huge capabilities and seek mutual benefit. It cannot be pursued without governments that have the decision-making power and a close relationship with the legislative authority. Therefore, the people understand that you are seeking a government that is not like the previous ones, but rather takes what you command and works
