Now No More Escaping Debt, Kuwait’s Legal System Just Made It Nearly Impossible

KUWAIT CITY, July 22: The statistical report issued by the Department of Statistics and Research at the Ministry of Justice revealed that the Judicial Rulings Enforcement General Department recorded more than 1.35 million transactions in May. This is a clear indication of the effectiveness of the new enforcement procedures, particularly the application of bank account seizure orders and the activation of arrest warrants against those who fail to pay their debts, prompting thousands of people to expedite the settlement of their debts to avoid such strict measures. According to the statistical report, the number of procedures completed by the department during the month reached 1,359,044. The highest number of these procedures is the requests for executive seizure of debts owed by third parties, with 725,398 or 53.4 percent of the total transactions; while the debtor’s presentation report procedures recorded the lowest percentage ever -- 0.0001 percent.

The data also showed that the Capital Governorate accounted for the largest share of procedures at 27.3 percent, followed by Farwaniya with 20 percent, and then Ahmadi with 19.2 percent. The remaining percentages were distributed among the other governorates with external centers, such as ports, Sulaibiya, and Kuwait Lawyers Association, with a small share of 0.2 percent. With regard to the travel ban, the number of procedures completed in the same month reached 8,957.

Orders to lift the travel ban ranked first at 39.3 percent, followed by other transactions like bans and reopening closed files that recorded a low percentage of 0.03 percent. In terms of geographical distribution, the Capital Governorate ranked first with 43.5 percent, followed by external centers with 35.3 percent. This is a confirmation of the expansion of the scope of the implementation of procedures outside the main courts. The Rental Department had a remarkable achievement as it recorded 13,499 in May. The largest percentage (39.3 percent) was for fee collection receipts. No transactions were recorded for a warning receipt or a certificate of non-payment of rent, indicating a relative improvement in tenant compliance.

The Capital Governorate again topped the list with 55.9 percent, followed by Hawally and Farwaniya governorates, reflecting the demographic distribution and impact of rental pressure in these areas. In another development, statistics affirmed the success of the electronic judicial notices file. The number of notices reached 3,875 in May, and 3,853, or 99.4 percent of which were completed. This proves the effectiveness of the digital system and the speed of completion of this type of notification. As for regular advertisements, the number reached 237 advertisements and 193, or 81.4 percent of which were completed.
