‘No decision on govt resign’

Voting on no-confidence motion on hold

KUWAIT CITY, April 17: MP Abdulkareem Al-Kandari has submitted a proposal to hold a special session on Wednesday in order to discuss and vote on the joint report of the Financial and Economic Affairs Committee and Legal and Legislative Affairs Committee about the proposed KD3,000 incentive and KD20 annual pension increment for retirees. A total of 10 MPs signed the proposal including Al-SaifiMubarak Al-Saifi, Fayez Al-Jomhour, Osama Al-Shaheen, Fares Al-Otaibi, Mehalhal Al-Mudaf, Soud Bu Sleeb, Hamad Al-Matar, Ahmed Mutei Al-Azmi, Hamdan Al-Azmi and Saleh Zeib Al-Mutairi.

Al-Kandari pointed out that no decision has been taken so far regarding the resignation of the government, while National Assembly Speaker Marzouq Al- Ghanim is not willing to invite the government to a session for voting on the non-cooperation motion against the latter under the pretext that it has resigned. He argued the executive authority must attend the session in its capacity as caretaker government in accordance with Article 103 of the Constitution, stating “where the Prime Minister or a Minister relinquishes his post for any reason whatsoever, he shall continue to deal with urgent matters falling within his competence until the appointment of his successor.”

MP Hamdan Al-Azmi said the government must attend the special session even if it already resigned, considering its successor has yet to be formed. He added that in the previous Assembly, the resigned government at the time attended the session for the ratification of the Sports Law. In another development, MP Hamdan Al-Azmi forwarded queries to Minister of Education and Higher Education Ali Al-Mudaf about the committee formed in October 2021 to interview those who applied as cleaning workers; taking into consideration the poor sanitation in schools. He wants to know the names, qualifications and work experience of the members of the committee; remuneration for their work in the committee, if it is true that the chairman was dismissed before the specified term of the committee, and legal and administrative consequences of the dismissal especially if the reasons are negligence and incompetence. He also requested for copies of the minutes of the committee’s meetings including a comparison of its achievements before and after the chairman’s dismissal.

MP Osama Al-Menawer asked Minister of Social Affairs and Societal Development and Minister of State for Housing Affairs and Urban Development Mubarak Al- Arow about the expatriates recruited since the beginning of 2022 till date, date of the approval of the Civil Service Commission (CSC) for such recruitment, legal basis of the minister’s directive to the Public Authority for Housing Welfare (PAHW) chairman to appoint an employees as manager, justification for the issuance of such Decision No. 324/2022 — after the resignation of the government, and if it is true that this employee has no experience in the field considering he did not serve as department head or assistant manager in the past. He demanded for copies of decisions on the appointment of employees to supervisory positions without interviewing them and reasons for exempting these employees from interview.
