KUWAIT CITY, July 9: The Ministry of Public Works has officially adopted a new organizational and administrative structure, aiming to enhance institutional efficiency and elevate the quality of performance, Minister Dr. Noura Al-Mashaan announced on Wednesday.

The newly approved structure, ratified by the Civil Service Commission (CSC), is part of a comprehensive reform initiative designed to align the ministry’s operations with the state’s vision for a more efficient and modern government apparatus.

As part of the reform, the number of assistant undersecretaries has been significantly reduced from ten to two, streamlining leadership and decision-making processes. A newly created director general position will oversee five directors, each responsible for managing specialized technical or administrative departments. This reorganization aims to reduce administrative layers, accelerate decisions, and improve the quality of project follow-up.

Dr. Al-Mashaan emphasized that the development of the new structure integrates modern technical and scientific advancements, including dedicated units focused on cybersecurity, artificial intelligence, and geographic information systems (GIS). These additions reflect the evolving demands of the labor market and the government’s push towards digital transformation, enhancing the ministry’s capability to implement cutting-edge engineering and technical practices in construction, infrastructure, and public service projects.

The restructuring seeks to optimize human and technical resource utilization through a flexible administrative model governed by precise professional standards. This approach is tailored to meet future challenges and supports Kuwait’s broader objectives to improve government performance.

Furthermore, Dr. Al-Mashaan highlighted the ministry’s ongoing efforts to strengthen corporate governance. The Ministry of Public Works was among the first government bodies to develop a governance guide in collaboration with the Civil Service Bureau, reinforcing clear definitions of authority and responsibility, while promoting transparency and integrity.

The new organizational framework delineates a clear administrative and technical division, comprising the Minister’s Office — which includes the technical office, inspection and auditing unit, consulting office, and the undersecretary’s office. It also oversees key departments such as legal affairs, strategic planning, environmental auditing, public relations, personnel affairs, procurement, information systems, major projects, maintenance, and sanitary engineering.

This structural overhaul marks a critical milestone towards fostering a new era of institutional agility and professionalism. The ministry aims to achieve outstanding results in executing vital projects, delivering advanced services to citizens, and reinforcing internal oversight mechanisms, field monitoring, and direct public communication.
