Minister issues decree regulating medical care for national players

KUWAIT CITY, Nov 10: Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Al-Mutairi issued a ministerial decree regarding the regulations governing the medical treatment of national team players, reports Al-Seyassah daily.

According to Decree No. 31/2025, these regulations apply to cases requiring medical examinations or treatment both inside and outside Kuwait.

  will contribute to covering the costs of treating injuries sustained by players representing national teams.

A medical committee will be formed to review treatment requests and issue a decision within thirty days from the date the request is submitted, provided all required documents are included.

Appeals against the committee’s decisions may be submitted within thirty days. The international player must attach to the request an official letter from the relevant federation, signed by the authorized representative in accordance with the federation’s bylaws.

The injury must have occurred within the past six months and must have taken place during training or while participating with the national team or sports club. Also, the required treatment must not be available at the medical centers of sports organizations or at the Public Authority for Sport’s health center.

According to the regulations, the Public Authority for Sport shall contribute to the player’s treatment costs up to a maximum of KD 5,000 within Kuwait and KD 10,000 abroad.

This amount must be refunded to the Public Authority for Sport if the player does not undergo treatment. The treated player is required to submit a medical report certified by the treating facility, along with treatment invoices and any remaining balance, within a maximum of 15 days from the date of completing treatment.

The regulations also stipulate that punitive measures will be taken against violators, including the recovery of any funds disbursed unlawfully and the disqualification of the offending player from benefiting from these provisions in the future.
