Licence owners can ‘register’ via automated system of PAM

Foreign investors businesses must register at specific labor dept

KUWAIT CITY, July 8: Director General of Public Authority for Manpower (PAM) Ahmed Al-Mousawi has issued a decision to organize work in the private and oil sectors, reports Al-Anba daily quoting informed sources. The decision allows license owners to register via the automated system of PAM or at the labor department in the area where the activity is being held.

The decision includes 11 articles. The first is concerning registration via the automated system of PAM or at the relevant labor department after attaching the required documents for obtaining the licenses. These documents include a copy of the license issued by the relevant government body, a copy of the memorandum of association, registration document of Public Authority for Civil Information (PACI) including the address of the body and the relevant branches, a sample of the owner’s signature and a sample of the authorized person. The specified fees must be paid and conditions set by PAM must be met.

Registered
The licenses of businesses run by foreign investors must be registered at the specific labor department based on Law No. 116/2016 on encouraging direct investment in Kuwait. The person authorized to sign must be either a Kuwaiti or a GCC citizen.

However, the decision allows the person authorized to sign to be a non-Kuwaiti for investment activities owned by foreign businessmen whose businesses are practiced at the Free Trade Zone and are among the activities of Kuwait Investment Authority. The signature of foreign investors will be approved inside Free Trade Zone after they are authorized by the relevant bodies.

Meanwhile, Al-Mousawi revealed the joint committee with members from PAM, Kuwait Municipality, Ministry of Interior and Ministry of Commerce and Industry carried out a campaign targeting various blocks within Kuwait City. He explained that the campaign resulted in the arrest of 32 violating workers as well as an individual caught in the act of begging. They have been referred to the concerned authorities in preparation for their deportation. Al-Mousawi affirmed that these campaigns will continue with the aim of applying the state laws in every part of Kuwait.
