KUWAIT CITY, Dec 29: MP Hesham Al-Saleh has submitted a bill on amending Article 19 of the Judiciary law, such that only Kuwaitis will be appointed as judges and public prosecutors.

According to the bill, all judiciary jobs will be nationalized within three years of its implementation. Al-Saleh pointed out the country has the required number of Kuwaiti judicial experts who can fill up vacancies.

He said the current law does not state that serving as a public prosecutor is a requirement for appointment as a judge, so he suggested that the government should organize training courses for lawyers in order to qualify them as judges.

He argued the judiciary is sovereign, so it should consist of Kuwaitis only; adding that no other country hires foreign judges and public prosecutors, only Kuwait. Al-Saleh also proposed amending the Administrative Court Law to cover all issues related to citizenship and worship places.

He said the court should decide on every administrative matter, except the deportation of expatriates who committed certain violations. He also intends to open a file on the cancellation of citizenship for political reasons from the 1980s till date.

MP Muhammad Hadi Al- Hewaila submitted a bill on the establishment of a hospital in Mubarak Al-Kabeer Governorate within three years of its enforcement.

The bill states that the Ministry of Public Works will supervise the construction works; while the government can hire an international expert to prepare the design and follow up the construction works to ensure the hospital is built according to international standards.

MP Ahmed Al-Hamad proposed the establishment of vocational and industrial zones in different parts of the country to support the initiatives of youths who constitute 60 percent of the Kuwaiti population. He explained the proposal is aimed at developing the contributions of youths to the national economy and social security.

MP Abdullah Al-Turaiji presented a bill on amending Article 19 of Public Authority for Housing Welfare Law number 47/ 1993. The bill stipulates that a citizen, who applied for a housing grant, is eligible for monthly rent allowance of KD 250 starting from the month he submitted the housing grant application until he receives the house.
