Lebanese University investigates Kuwaiti students’ grade forgery

KUWAIT CITY, Oct 12: Lebanese media outlets have reported what they described as a “university scandal” involving the falsification of exam results for several Kuwaiti students enrolled at the Faculty of Law and Political Science at Lebanese University. The exact number of students involved in the investigation has not been disclosed, reports Al-Seyassah daily.

Sources within the university’s administration confirmed to the daily that investigations are ongoing to uncover all details surrounding the case. The issue came to light following a letter from the Kuwaiti Embassy in Beirut requesting verification of the authenticity of a certificate issued to a Kuwaiti student of the Lebanese University after suspicions arose regarding the grades assigned to him.

The university conducted investigations under the supervision of Dr. Mujtaba Mortada, Director of the First Branch at the Faculty of Law and Political Science, which revealed irregularities in the test results of a limited number of Kuwaiti students. Four additional exams were subsequently reviewed, including the “Private Law” course taken by the student. Investigations revealed that the results of five tests had been falsified, with one grade raised from 15 to 65.

It was also discovered that the outer cover of the answer sheet, which included the student’s name and grade, had been tampered with. In another instance, one exam paper was substituted for another. The sources went on to explain that the Lebanese State Security Service is conducting a thorough investigation to uncover all details and circumstances surrounding the incident. The University President, Professor Bassam Badran issued four decisions following the investigations that confirmed the presence of forgery in exam papers.

  • Decision No. 2031 for forming a committee to investigate the grade manipulation,
  • Decision No. 2029 for relieving the branch director, Dr. Mujtaba Mortada, of his duties and appointing Samer Abdullah as his replacement.
  • A decision for dismissing Secretary Tariq Al-Bakri and appointing Assia Bakkar as his successor.
  • A decision to suspend five employees pending the outcome of the investigations. These investigations uncovered discrepancies in handwriting between the first page of a Kuwaiti student’s exam answers, where grades had been altered, and the rest of the answer sheet.

Four employees responsible for opening the confidential exam envelopes were summoned to determine whether the fraud occurred on exam day, after the corrected answer sheets were submitted, or during the entry of grades into the electronic system. The sources revealed that an interrogation session was held at the State Security headquarters in Beirut, where several professors and staff members were questioned.

They indicated that the investigation is expected to expand in the coming hours to include those responsible for negligence or complicity in the fraud. The sources revealed that the University President Professor Bassam Badran issued an administrative circular titled “Organizing Workflow,” which includes a series of internal directives, notably Article 11, which emphasizes the prohibition of collecting any sums of money outside of legal frameworks.
