Kuwait’s Public Authority of Manpower Clarifies End-of-Service Rights and Notice Periods

KUWAIT CITY, Aug 17:  The Public Authority of Manpower (PAM) has issued an advisory titled “Know Your Rights: End of Service & Notice Period,” clarifying worker and employer rights under the Labour Law as employees approach the end of employment.

According to the advisory, employers terminating an indefinite-term contract must observe the legal notice period: three months for workers on monthly remuneration and one month for other workers, unless otherwise provided by law (Article 44, Labour Law). The advisory stresses that these notice requirements are binding and intended to ensure orderly transitions.

The authority also highlighted workers’ entitlements during an employer-initiated notice period. Employees have the right to be absent for one full day per week — or up to eight hours per week — to seek alternative employment, and must receive their remuneration for such absence (Article 44, Labour Law).

On end-of-service benefits, PAM reminded workers that they are entitled to an end-of-service payment based on their period of service and method of remuneration, provided they meet the legally prescribed eligibility conditions (Article 51, Labour Law).

PAM emphasized that “end of service is not the end of rights,” noting that the stage is regulated by law to ensure fairness and protection for both workers and employers. The advisory was released with an informational graphic summarizing these provisions.
