KUWAIT CITY, Aug 6: Justice Minister Nasser Al-Sumait announced Wednesday that the Ministry of Justice is in the final stages of implementing a full-scale digital transformation of its services, marking a major step toward modernizing the judicial system in Kuwait.
During an inspection tour of the new Palace of Justice, Al-Sumait confirmed to KUNA that the enabling legislation authorizing this transition is nearing completion. Once finalized, all ministry services will move to a digital platform aimed at reducing bureaucracy, accelerating case handling, and providing efficient and accessible services to both citizens and residents.
The Ministry has partnered with global technology leaders Google and Microsoft to develop the digital infrastructure required for this initiative. The transformation includes the launch of a comprehensive platform featuring electronic filing, digital notifications, and online payment of court fees. Additionally, it will reform judicial procedures to address longstanding delays and improve case flow.
A key component of the overhaul is a newly developed system that will ensure judgments are executed immediately upon issuance, thereby streamlining enforcement and reducing administrative lag.
Accompanied by senior ministry officials, including Acting Undersecretary Awatif Al-Sanad and Acting Assistant Undersecretary Nouf Al-Qabandi, Al-Sumait emphasized the importance of identifying obstacles that hinder litigants and court employees. He noted that his visit aimed to assess the quality of services and resolve operational challenges that may disrupt judicial efficiency.
“The transformation will proceed in phases and is expected to resolve many of the issues that have persisted for years,” the Minister stated, highlighting three primary focus areas: digitizing the registration and filing of lawsuits, improving litigation procedures to prevent delays, and enforcing rulings swiftly and effectively.
Al-Sumait reaffirmed the ministry’s commitment to conducting regular field inspections and responding to public feedback. He stressed that the reforms align with the directives of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, who has called for improved access to justice and more responsive government services.
The Justice Minister also met with clients and court staff during his visit, listening to their experiences and suggestions for improving the working environment. He underlined the ministry’s ongoing efforts to ensure high standards of service quality, institutional excellence, and a justice system that is responsive to the needs of the people.
The tour covered various departments within the new Palace of Justice, where the Minister reviewed progress and evaluated administrative measures put in place to ensure optimal functionality.
Minister Al-Sumait concluded by emphasizing the government’s determination to modernize the judiciary, uphold the rights of citizens, and establish a legal system that is efficient, transparent, and in step with international best practices.
