KUWAIT CITY, Oct 7: The Public Authority for Civil Information (PACI) has approved five strategic development projects under the current 2025–2026 development plan, including four new projects and one ongoing project. Among them is the “Unified Electronic Lease Contract” project, which will be approved in October 2026. According to the development plan report, this project involves creating an electronic platform designed to regulate and monitor rental contracts. It aims to unify the process of registering and documenting leases, facilitate rental transactions, and organize the relationship between the tenant, property owner, and real estate broker, through an online system connected to the information network.
The project benefits all parties in the real estate market and aims to establish a new automated system to standardize lease contracts and enter them electronically into the PACI system. This will allow for easy tracking, prevent tampering, and enable address updates for property owners when needed. According to the phased schedule, the project is scheduled for completion on October 30, 2026. The second project involves expanding the infrastructure of the “Sahel” application to transform it into a managed services environment.
A specialized team will be deployed to enhance its capacity to handle increased workloads, improve operational efficiency, and restructure the system to enable its use on local or external cloud platforms, in line with modern technological requirements. The project is expected to be completed by March 31, 2028. The third project focuses on the use of Artificial Intelligence (AI) technologies to automatically update data for supporting the geographic information system, and reducing reliance on human resources. This project is scheduled for completion by October 30, 2027.
The fourth project is the creation of a “Digital Twin for the State of Kuwait,” aiming to benefit from the data collected by PACI through its various initiatives and integrate it to build a realistic digital representation of the country. This includes producing a high-resolution digital copy of the data. The project is expected to be completed by February 2027. The fifth and final project involves the development of a “Unified Platform” for data exchange between government agencies, with completion expected by March 25, 2028.
