Kuwait Reimposes Midday Work Ban: Surprise Inspections Planned

KUWAIT CITY, May 17: Following its annual practice, the Public Authority for Manpower (PAM) is preparing inspection teams to enforce Administrative Resolution No. 535/2015, which prohibits outdoor work between 11:00 a.m. and 4:00 p.m. from the beginning of June through the end of August, sources within the Authority have confirmed.

Starting in early May, PAM will launch a multilingual awareness campaign across social media platforms under the slogan “Their Safety is Most Important”, coinciding with the formation of occupational safety inspection teams. These teams will monitor compliance with the regulation through unannounced site visits and will document violations, taking legal action where necessary.

The regulation is designed to protect workers from extreme heat, which makes outdoor labor particularly hazardous during Kuwait’s summer months. Officials emphasized that the rule is intended to safeguard workers’ health and regulate outdoor labor conditions, not to reduce total working hours. They also highlighted the importance of ensuring that ongoing projects are not adversely affected.

The sources noted that the regulation has been well-received in past years, with wide compliance from companies across different sectors. The policy also reflects Kuwait’s commitment to upholding international labor standards concerning midday work in extreme weather conditions. Business owners are urged to comply with the directive to avoid legal consequences.
