NEW YORK, Nov 1: The State of Kuwait reaffirmed its firm commitment to the principles and goals of the United Nations Charter, the Universal Declaration of Human Rights, and international humanitarian law on Friday. The statement was delivered by Wafika Al-Mulla, Second Secretary of Kuwait's Permanent Mission to the United Nations, during a special session of the UN General Assembly on the Human Rights Council's report.
Al-Mulla emphasized Kuwait's strong dedication to international peace, security, respect for state sovereignty, justice, equality, and the defense of humanity under the leadership of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah. "Kuwait is fully committed to the values of international peace and security, the promotion of justice, and the protection of human rights," she said.
She further highlighted Kuwait’s focus on the Universal Periodic Review (UPR) mechanism, a key tool of the UN Human Rights Council that promotes dialogue and constructive cooperation among member states. Since its election to the Human Rights Council in 2024, Kuwait has organized over 24 workshops and 9 panel discussions on crucial human rights issues, including the rights of children, persons with disabilities, women's empowerment, peace, security, and combating human trafficking.
Al-Mulla noted that Kuwait has worked closely with international and regional partners to enhance the exchange of expertise, support national efforts, and protect fundamental human rights. Kuwait’s recent review saw the acceptance of 206 recommendations, the partial acceptance of 35, and the noting of 49, in line with the country’s ongoing development plans under Kuwait Vision 2035.
"The efforts reflect Kuwait’s commitment to aligning actionable recommendations with national legislation and institutions," Al-Mulla explained. "These efforts are built on close cooperation with the United Nations system, the international community, and regional organizations, aiming for sustainable progress in the promotion and protection of human rights."
Al-Mulla reiterated Kuwait’s intention to continue this approach and seek re-election to the Human Rights Council for the 2027-2029 term, solidifying its active role in supporting human rights both regionally and internationally.
Kuwait’s commitment to human rights is framed within the UN’s three pillars of human rights, peace and security, and development, which Al-Mulla said are interdependent and must be promoted through international cooperation based on dialogue, respect, and mutual understanding. "None of these pillars can be achieved in isolation," she emphasized.
Al-Mulla also reaffirmed Kuwait’s commitment to the Human Rights Council and its mechanisms, reiterating the country’s readiness to work with all nations to promote justice, equity, and peace worldwide.
In addressing current global challenges, Al-Mulla expressed Kuwait’s grave concern over the ongoing violations by Israeli authorities against the Palestinian people and the Lebanese Republic. "These actions are clear violations of international law and the UN Charter," she said. "Kuwait strongly condemns the Israeli bombing of Lebanese territory and calls for international accountability and respect for international humanitarian law."
On the Palestinian issue, Al-Mulla reiterated Kuwait’s firm support for the Palestinian people’s right to self-determination and the establishment of an independent state with East Jerusalem as its capital. She also welcomed the humanitarian ceasefire in Gaza, facilitated by Qatar, Egypt, Turkey, and the United States, and called for unhindered humanitarian aid to the region.
Al-Mulla further emphasized Kuwait’s call for full adherence to the ceasefire terms to ensure continued humanitarian relief and prevent further deterioration of conditions in Palestine.
Addressing the crises in Yemen and Sudan, Al-Mulla expressed concern about the ongoing human rights violations in both countries, calling for respect for international humanitarian law, the protection of civilians, and the safe delivery of humanitarian aid.
"Kuwait stands firm in its commitment to promoting and protecting human rights globally, and we remain dedicated to supporting efforts for a just, peaceful, and dignified future for all," Al-Mulla concluded.
