NEW YORK, Oct 8: Kuwait has reaffirmed its unwavering commitment to combating terrorism in all its forms, emphasizing the importance of international cooperation to tackle the scourge and dry up its sources of funding in line with international law and human rights conventions.
In a statement delivered before the UN General Assembly's Sixth Committee on Tuesday, Diplomatic Attaché Jana Al-Dhafiri reiterated Kuwait's dedication to strengthening its legal and policy frameworks in the global fight against terrorism. She highlighted recent legislative amendments made to Kuwait's Anti-Money Laundering and Counter-Terrorism Financing Law, which now aligns with international standards and the requirements of the Financial Action Task Force (FATF). These measures bolster Kuwait's efforts to implement UN Security Council resolutions under Chapter VII of the UN Charter.
Al-Dhafiri stressed that the fight against terrorism is a collective responsibility, calling for stronger international partnerships to build an effective global system that addresses the threat. She drew attention to Kuwait's role in co-hosting the Fourth High-Level Conference on "Enhancing International Counter-Terrorism Cooperation and Building Agile Border Security Mechanisms," scheduled for November 4-5, 2024. This event, held in partnership with Tajikistan and the UN Office of Counter-Terrorism, is expected to culminate in the adoption of the "Kuwait Declaration on Border Security and Management."
The diplomat also expressed pride in Kuwait's active role as a non-permanent member of the UN Security Council, noting the Council's adoption of two key resolutions in 2019: Resolution 2462, which criminalizes the financing of terrorism, and Resolution 2482, which addresses threats to international peace and security.
Kuwait has also been instrumental in counter-terrorism efforts through its leadership in global coalitions. Al-Dhafiri pointed out that Kuwait co-chairs the Working Group on Foreign Terrorist Fighters within the Global Coalition to Defeat Daesh, alongside the Netherlands and Turkey. She also highlighted Kuwait's leadership of the East Africa Working Group, in collaboration with Kenya, under the Global Counterterrorism Forum.
Condemning violations of international law and the UN Charter that undermine global peace and security, Al-Dhafiri called for intensified international cooperation to combat terrorist groups and uphold the rules-based international order. She stressed the importance of continuing international efforts to combat terrorism through enhanced cooperation, capacity-building, and the development of technological solutions.
Al-Dhafiri emphasized that Kuwait will continue to work towards ensuring a future where global peace and security are upheld in accordance with the principles of international law, safeguarding the rights of future generations to live in a just and peaceful world.
