KUWAIT CITY, Aug 17: Minister of Justice Counselor Nasser Al-Sumait on Sunday issued a decision to establish a specialized committee tasked with developing legislation related to rental issues and regulating landlords’ associations, in addition to reviewing certain provisions of civil and commercial laws.
Al-Sumait told Kuwait News Agency (KUNA) that the committee will work on modernizing the legal framework for rental contracts in preparation for digitizing the system, a step aimed at ensuring greater balance between landlords and tenants. It will also establish a legal structure for landlords’ unions to promote governance and transparency in the management of jointly owned properties.
The committee will further review relevant legal texts to ensure consistency and integration within the broader legislative system. Members include Counselor at the Court of Appeal Mohammad Al-Sanea as Chairman, Counselor Khaled Al-Asousi as Vice Chairman, Counselor Abdullah Al-Kandari, Judge Mohammad Al-Rabiah, Judge Yousef Al-Kandari, and Sultan Al-Shujaei as Rapporteur.
Al-Sumait stressed that the committee will adopt a consultative approach, engaging with relevant government bodies as well as stakeholders in the real estate and housing sectors. This, he said, will help ensure that the proposed legislation is both comprehensive and practical, reflecting real-world needs while aligning with best practices.
