Al-Sumait expressed his sincere gratitude and appreciation to both current and former members of the committee for their efforts, perseverance, and tireless national efforts that contributed to the comprehensive completion of the two draft laws. He emphasized that this achievement is the result of continuous collective work, spanning years of research, review, and coordination among the relevant authorities. Al-Sumait explained that the draft decree-law on combating international crimes addresses the four most serious offenses recognized by the international community - genocide, crimes against humanity, war crimes, and the crime of aggression - for ensuring that perpetrators are held accountable and do not evade punishment.
The draft decree-law on the protection of missing persons is inspired by Kuwait’s national experience during the 1990 Iraqi invasion. It emphasizes the rights of missing persons and their families, the need to uncover their fates, and to provide compensation to their families, in accordance with Security Council Resolution 2474/2019 and relevant international agreements. Al-Sumait stressed that the two draft decrees reflect the State of Kuwait’s commitment to protecting human dignity and reinforcing justice and the rule of law, in line with the vision of the wise political leadership
