KUWAIT CITY, March 31: In line with the visionary directives of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, the State of Kuwait continues its unwavering journey towards prosperity, with a strong emphasis on honoring the needs of individuals with visual impairment. Following His Highness’s recent address during his visit to the Kuwait Blind Association on March 26, state institutions are now tasked with a pivotal responsibility to actively support the growth, progress, and participation of individuals with disabilities across various spheres, including education, culture, sports, social, and recreational activities.

His Highness’s instructions have spurred a concerted effort among state institutions to focus on addressing the needs of this demographic, providing essential support, facilitating access to necessary equipment, and creating suitable employment opportunities. Media outlets also play a vital role in amplifying the achievements of individuals with special needs, both locally and regionally, showcasing their successes and resilience in overcoming challenges.

Kuwait has long been at the forefront of international efforts to champion the rights of persons with special needs. The country’s steadfast commitment is underscored by its legislative and executive initiatives aimed at ensuring active participation and integration of individuals with disabilities into society.

Internationally, Kuwait’s dedication to promoting disability rights is evident through its observance of the International Day for Persons with Disabilities on December 3. This annual event serves to raise awareness, foster understanding, and advocate for the inclusion of persons with disabilities across political, economic, and cultural spheres.

In the realm of politics, Kuwait has witnessed significant strides towards inclusivity in the parliamentary process. Notably, visually impaired candidates have actively participated in National Assembly elections since 1999, with recent efforts including the candidacy of Ayedh Al-Ajmi, a deaf-mute candidate in the Fifth Constituency for the upcoming elections on April 4, 2024.

Constitutional expert Dr. Adel Al-Tebtebai has affirmed that Kuwait’s Constitution does not prohibit individuals with disabilities from running for the National Assembly, provided they meet the stipulated eligibility criteria. Additionally, measures such as secret voting for the deaf are facilitated through various means, including sign language interpretation.

Kuwaiti sign language trainer Bader Al-Dokhi expressed optimism regarding the increasing participation of persons with special needs in elections, emphasizing the importance of accurate communication and representation during campaigns. Hamad Al-Marri, founder of the Kuwait Society for Hearing Disability, highlighted the unique challenges faced by individuals with hearing impairment, stressing the need for tailored support and understanding.

Jaber Al-Kandari, Vice-President of the World Federation of Deaf Football, echoed the call for recognition of the potential and capabilities of persons with disabilities, urging society to embrace inclusivity and diversity.

As Kuwait continues its journey towards a more inclusive future, efforts to empower and integrate persons with special needs remain central to the nation’s vision of progress and prosperity.
