Answer: Starting July 1, 2025, all private-sector expatriate workers under Article 18 residency must obtain an exit permit before leaving Kuwait—whether the trip is temporary (like a vacation) or permanent.
The process is digital: the worker usually applies through the Sahel Individuals App or the Ashal Manpower Portal, and the employer approves via the Sahel Business App or the Ashal Portal.
What If the Worker Doesn't Have a Smartphone or Sahel App?
Don't worry—a workaround exists. Employers can apply on behalf of the worker in cases where the worker has no app access, no smartphone, or during emergencies.
Steps for the Employer:
- Gather the worker’s personal details—Civil ID, intended travel dates, etc.
- Submit the exit permit application via the Sahel Business App or Ashal portal
- Once approved, a exit permit is issued immediately and can be used for up to 7 days from the date of issue
If the Employer Refuses or Delays Approval
Workers have recourse. If the employer unreasonably rejects or delays the request, the worker can file a complaint with the Public Authority for Manpower (PAM) through its Labor Relations Unit
Yes—an unskilled worker without a smartphone can still obtain an exit permit. The employer is empowered to apply on their behalf using official digital platforms, ensuring they can legally leave the country. If there’s any unjust denial, PAM offers a mechanism to address it.
