Homeland glow losing its ‘shine’

Zaid decided to travel to a faraway island, having previously heard of its beauty, without knowing anything about it. He was surprised upon his arrival that he did not master the local language, or a common language that can help him get along with the local people, their food did not match his mood, and they did not have foreign restaurants, and on top of that the weather was very humid and it rained almost all year round.

He found no other choice but to spend time in his room without a program or plan talking to himself looking at the ceiling.

Article 98 of the Kuwaiti constitution states:  “Upon formation, every Ministry shall submit its program to the National Assembly and the Assembly may express whatever comments it deems appropriate thereon.”

Experience has proven that this article of the constitution is meaningless, as confidence is not granted to the ministry based on it, and therefore the government can formulate its text whenever it wants, and with the words it desires and often by repeating what was previously mentioned from a previous program and the deputies have no right to object to it, or to hold the government accountable at the end of the allotted period if it fails to implement some or all of what it pledged in its work program.

It is very natural, as happened on many occasions, for the government to attend the council meetings, immediately after its formation without a real program, especially since some of those who became ministers did not know about this until a few days before it, and they may be outside the country, and sometimes they know about the assignment hours before it, so how can it be government agreement of a program of work in such circumstances?.

I still remember what a friend close to the decision-making center told me years ago when a minister apologized at the last minute for accepting a ministerial portfolio. The president asked, with apparent urgency, to search for one of the tribesmen, mentioning the name of a particular tribe to replace the one who apologized.

Therefore, it is important to pay attention to the issue of the government program, for it is not reasonable for the state to be paralyzed for nearly fifty days, for example, as happened in the current ministerial formation, and then it comes with a request to obtain something like confidence from the National Assembly and it does not have a clear work program and the situation becomes like our friend ‘Zaid’ found himself in, for example, that a person, and I do not mean a specific person here who has become a minister and he then discovers that the civil aviation or the Civil Service Commission are within his authority so how can he, within a day or a week, or even a month, put forth his program how to manage the development of all these bodies, if he is allowed to do so.

Until the day comes when we see real change, and a government with a clear and binding program, we will continue to witness the boring, costly, and bleak plays of interrogations, the course of which we are truly saddened by.

The glow of the homeland continues to fade, and no one cares.
