Health ministry, cancer, the dumb devil and liar

A member of the Central Agency for Public Tenders of Kuwait (CAPT), Engineer Mubarak Al-Banwan confirmed that the tender law is going in the opposite direction and that the awarding of tenders is still done in a traditional, stereotypical fashion related to the price of the technical and financial bid only.

This came within the first extensive interview with an official in the Agency, who is burdened with all the concerns of the state, among many other important matters.

It was strange what he mentioned about the Agency’s request from the Council of Ministers to make some amendments to its law and make the validity of the bank guarantee, or the initial insurance 180 days instead of the current 90 days, because the documentary cycle is slow.

In spite of the rationale of the request, on the surface, the Agency is required to do something to reduce the period of ninety days to less than that and not to prolong it, in line with logic, for every delay will be paid for by public money and the citizen in the end.

According to my experience, one of the problems that the Agency suffers from is that it treats the tender for importing chairs as it treats the tender for the import of rare medicines, often with the same rule, and this has caused much suffering and losses of hundreds of millions and wastage of medicines and loss of rights of the supplier and the state, especially in the last two years, as pharmaceutical factories stopped mass production during the Corona virus, and turned to making vaccines.

The Russian-Ukrainian war also contributed to the aggravation of the situation, and the poor documentary cycle added other pains to the situation.

As a result, the Ministry of Health resorted to buying low-quality cancer drugs, or their expiry date was closing in, or they were sent to other countries as aid, or the Ministry resorted to ways to buy good medicines by means of “direct purchase” from foreign companies and others, and paid very high price.

The number of cancer patients is increasing every year, and last year 2,200 new cases that need new and very expensive drugs were recorded.

The ministry has also provided treatment for more than 29,000 cancer cases, more than half of them for non-citizens, during the past 12 years, and case numbers are on the rise.

Note that there are good and new medicines, but they are not registered with the Ministry for routine administrative reasons, and this is a problem that requires a quick solution.

Within its responsibilities, the Ministry of Health monitors prices and sets their selling price, and sometimes the price is not suitable for the supplier, so the manufacturer either withdraws the item or delays its registration and supply to other countries, and this exacerbates the almost tragic health situation for many patients.

The solution to all these problems can be found in a meeting between the head of the Central Agency for Public Tenders and the Minister of Health, whose competence we have not seen for many years!
