Driving licence for Omani driving licence holder

I would like to know the procedure for obtaining a driving licence in Kuwait.
I have recently moved from Oman to Kuwait, and holding a valid Omani driving licence and also a NOC from the Royal Oman Police and it is attested by the foreign affairs ministry and also the Kuwait Embassy in Oman.
My designation is a manager, and am holding a post-graduate diploma certificate and it is attested by the ministries and embassies in India and also in Kuwait.
I would like to add here that post-graduate diploma certificate can only be obtained after graduation, and it is considered in all over the countries and treated as post-graduate or higher qualification than the graduate degree certificate.
When I approached the traffic department with all the necessary documents for obtaining a learner’s licence, I was informed that since I hold a diploma certificate I am not entitled to get a learner’s licence and also my Omani driving licence cannot be converted into Kuwaiti driving licence. Can you please advise me what I exactly need to do to obtain a driving licence in Kuwait. Your reply in this regard will be highly appreciated.

Answer: Our understanding of a post-graduate diploma is a diploma acquired after initially obtaining a first degree from a university. If our understanding is right, then you should have in your possession two certificates – the first degree and the post-graduate diploma.
If you presented both certificates to the Traffic Department, they would have been wrong in denying you a learner’s licence.
On the other hand if you presented only the post-graduate diploma without the initial first degree, then the Traffic Department cannot be faulted for their rejection of your application.
