Confusion in ‘flexible’ work hours

KUWAIT CITY, June 19: The implementation of the flexible working hours in government institutions at the beginning of this month led to confusion regarding the administrative procedures related to the attendance, vacation and tardiness of employees; which could later affect their job performance evaluation, reports Al-Qabas daily. Under the flexible working hours system, these institutions have been given the go signal to choose any time between 7:00 am to 9:15 am as the start of official working hours; while tardiness is calculated after this time-frame and the total number of working hours per day should be seven.

The institutions took into consideration the possibility that the new system could lead to errors; such that one of them clarified in its email to the employees that no automated system is free of errors at the beginning of activation, asking the employees to find errors and inform the institution in order to address them. It quickly sent another email to the employees, asking them to review their attendance records in the first five months of the year to ensure all the entry and exit data, permissions, official missions and leave days are available; and to ensure they are accurate according to the new system. Everyone must bear in mind that the accuracy of employees’ attendance records from January to December plays a major role in their annual job performance evaluation.

The confusion did not stop at this point, as the institution quickly admitted to the employees in a new email that the leave balances in the new system are inaccurate so far; asking them to ignore the balances in the system while stressing that they must submit leave applications manually and have them approved by the concerned officials.
