KUWAIT CITY, Sept 15: The State of Kuwait may not be represented by artistic works abroad unless participation occurs through official channels and in accordance with established regulations, the National Council for Culture, Arts and Letters (NCCAL) announced Monday.
Assistant Secretary General for Arts at NCCAL, Musaed Al-Zamel, emphasized that participation in theatrical, musical, or cinematic events — whether in Gulf, Arab, or international festivals — must be coordinated through the Council.
Al-Zamel told KUNA that the NCCAL is the sole authority responsible for cultural and artistic affairs and is tasked with nominating those eligible to represent Kuwait abroad, based on applicable rules and procedures.
He noted that nominations must come via official correspondence from cultural institutions in the host countries directly to the NCCAL’s General Secretariat. The Secretariat then processes these requests and proceeds with nominations in line with the Council’s internal mechanisms.
"Any participation outside these procedures is considered a personal representation of the individual or entity involved," Al-Zamel said. "It is not permissible to claim representation of the State of Kuwait unless the participation is based on official communication between cultural institutions abroad and the NCCAL."
