GCC rail link 1st phase

KUWAIT CITY, Sept 6: Sources within the Ministry of Public Works have disclosed that the Central Agency for Public Tenders recently opened bid envelopes for the “Agreement A/H I/1 Study and Design Work and Preparation of Railroad Tender Documents – First Phase.” Among the 10 companies whose bids were opened, one was excluded due to non-compliance with Article 40 of the tender regulations. The agreement’s beneficiary party is the General Authority for Roads and Land Transport.

In accordance with the prevailing regulations and laws under the Public Tenders Law, the authority will evaluate the technical bids after a referral period of one month through a technical committee established by the authority. Subsequently, they will forward their recommendations to the agency for the award decision, following the procedures and regulations stipulated in the Public Tenders Law.

The first phase of this project involves establishing a rail link with Gulf Cooperation Council countries. This phase spans from the southern border with the Kingdom of Saudi Arabia (Nuwaiseeb area) to the passenger station in Kuwait City, situated “behind Kuwait International Airport on the Seventh Ring Road,” extending north through the Silk City to Mubarak Al-Kabeer Port.

It encompasses 111 kilometers of the Gulf Cooperation Council route and an additional 154 kilometers leading to Mubarak Al-Kabeer Port. This phase aims to facilitate passenger and freight transportation and support future transport of goods to and from Boubyan Island, totaling 265 kilometers in length. The General Authority for Roads and Land Transport is overseeing the project’s implementation, guided by Law No. 115/2014, which established the authority, and Cabinet Resolution No. (1278), which entrusted the authority with coordinating the railway project’s tasks.
