KUWAIT CITY, Oct 16: A total of 42 MPs issued a statement urging the government to complete the execution of the Amiri amnesty decree to cover all the beneficiaries. They stressed that four months of the parliamentary term have passed since the decree was issued, but there has been no progress. The MPs affirmed that the execution of the Amiri amnesty decree is part of the requirements for the parliament to cooperate with the government.
Meanwhile, MP Jarrah Al-Fawzan submitted parliamentary questions to the Minister of Finance Fahad Al-Jarallah about whether the Touristic Enterprises Company (TEC) established two touristic companies in 2015. If yes, he wanted copies of the establishment contracts showing the businesses conducted by both companies, and copies of the recruitment contracts signed by the two companies with Kuwaiti and expatriate workers, along with details about their job titles and salaries.
He said he wanted to know the total number of Kuwaiti and non-Kuwaiti employees who worked in TEC in the last ten years. The lawmaker also wanted to know the value and terms of the contract related to the establishment of Winter Wonderland in the 2023/2024 fiscal year. Al-Fawzan also submitted parliamentary questions to the Minister of Education, Higher Education, and Scientific Research Adel Al Mane’e, asking if any of the deans of the colleges of Kuwait University (KU) have been assigned a grade of “Associate Professor”. If any, he wanted copies of their CV and the recruitment decisions. He asked if any of the associate professors have been assigned as deans when there are professors among the staff.
Al-Fawzan also asked if there are any academic programs in English at the College of Graduate Studies, and if the college appointed consultants who know no other languages other than English. He asked if the College of Graduate Studies receives reports about the academic programs in English. If yes, he wanted verification about the information that claims the dean of the College of Graduate Studies does not know English. He asked for a copy of the CV of the current dean of the College of Graduate Studies, and the documents proving that he knows English. The lawmaker asked about the reason behind appointing a dean in the College of Graduate Studies from the College of Sharia and Islamic Studies and ignoring the current professors at the College of Graduate Studies.
Al-Fawzan wanted to know why the assistant dean for Academic Affairs at the College of Graduate Studies declined to take up the position of the dean, adding that he wanted to know the impact of such procedures on the classification of Kuwait University. In addition, MP Abdulkareem Al-Kandari submitted parliamentary questions to the Minister of Education, Higher Education and Scientific Research Adel Al Mane’e about the violation related to appointing an expatriate consultant in the Human Resources Department of Kuwait Institute for Scientific Research (KISR).
He stressed that the relevant regulations ban the appointment of expatriate consultants in any department except for the Legal Affairs Department. He asked if it is true that the expatriate consultant spent more holidays in his Arab homeland than what is recorded in the files of KISR due to which he illegally benefitted from exchanging his unused holidays for cash. Al-Kandari asked if the consultant is committed to specific office hours because of the fact that he has a part-time job in a law firm. He also wanted details about the expatriate consultant’s salary, allowance, and bonus. The lawmaker asked if any investigations had been conducted on the above-mentioned violations.
