KUWAIT CITY, Aug 2: The files of misappropriation of funds and abuse of power in the Ministry of Awqaf and Islamic Affairs entered the sanctuary of judiciary, as journalist Khaled Al-Hassan announced recently that he had submitted a report to the Public Prosecution in which he accused Farid Emadi, in his capacity as Undersecretary of the ministry, of participating, agreeing or contributing to the crime of infringement and wasting public money in the ministry, as well as for suspicion of forgery, based on Article 17 of the Constitution, reports Al- Seyassah daily.
Al-Hassan revealed that Emadi did not adhere to the observations made by the State Audit Bureau. He highlighted the wastage of more than KD 199 million that were spent in excess under the item of salaries, despite the existence of an automated system that requires compliance. Al-Hassan said, “The management of the Information Systems Center appointed specialists and consultants who did not meet the conditions set forth in Tender No. 39- 2017/2018, including appointing a person as a project coordinator to work from 8:00 to 4:00 pm as a center supervisor”.
He explained that the Ministry of Awqaf and Islamic Affairs issued a “To Whom It May Concern” certificate stating that the same person works as “automated systems specialist”, although this is not true. Multiple sums of money have been spent on the aforementioned in violation of the observations of the State Audit Bureau’s report. This constitutes fraud, waste of public money, and suspicion of forgery in official documents.
