KUWAIT CITY, March 31: The cancellation of the sponsorship system has become a governmental tendency in accordance with international treaties which some countries in the region have already conformed to, and Kuwait has since taken important steps to establish the Public Authority for Manpower to deal with the issue, reports Al-Anba daily.

In a recent survey by the daily, citizen Abdul Kareem Jaragh said substitution of the sponsorship system with another scheme that makes it possible for expatriates to deal directly with the official establishments such as Public Authority for Manpower will end visa trafficking that tarnish the image of Kuwait, and serve the welfare of expatriates.

He urged the authority to expedite action to ensure cancellation of the sponsorship soon, as it tarnishes the reputation of Kuwait globally. He pointed to the situation whereby the Kuwaiti citizen acts as the sponsor only on paper through ownership of the business license, while expatriates are actually responsible for all activities.

He pointed to some laws allowing expatriates to own workshops without need of a sponsor, particularly free professions such as automechanic, carpenter and blacksmith, as well as café joints. Citizen Abdullah Abdulhameed is of the view that it’s impossible to end the sponsor system in one day, saying the process requires steady procedures to prevent complaints by business owners who might be affected by the sudden decision.

He cited the previous law allowing expatriates to transfer their residencies to new sponsors after three years without the approval of the current sponsor. He commended the establishment of Public Authority for Manpower to investigate complaints and solve the problems that usually transpire between expatriates and their sponsors. He pointed out that HH the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah was awarded the International Humanitarian Leader title due to measures Kuwait has taken to protect expatriates, and to abide by international treaties.

For his part, Ahmad Kaseeb rejected the continuous reproof of business owners as if they are unjust by nature while employees never do mistakes. He stressed the importance of approving laws to protect the rights of business owners and also prevent any expatriate from leaving Kuwait without the permission of the business owner. He said “there must be laws to protect the owners of businesses who are exploited by employees who only seek driving licenses to work in other jobs such as delivery. He reiterated the issuance of family visit visas has also caused scarcity of services and increased traffic jam and congestion of state authorities.

Public Authority for Manpower is planning to approve a decision to extend to 90 days the validity of the salary certificates of owners of governmental contracts and projects who are committed to the condition of transferring the salaries of their employees to the latter’s bank accounts, reports Annahar daily quoting reliable sources. `The sources indicated that the authority is also planning to approve a decision to exempt owners of companies, who comply with the conditions related to payment of salaries of the employees, from the obligation of submitting their pending documents.
